Planning Commission <br />Alfalfas Village Square Redevelopment <br />June 13, 2013 <br />Building E is connected to Building D by way of a three story bridge constructed mainly <br />of glass. Building E is the smallest of the three residential structures containing 30 units <br />in the 28,500 square foot structure. The majority of Building E is between 40 and 42 feet <br />tall. There is a 48 foot tall cupola on the northeast corner of the building. Building E has <br />a 10,500 square foot floor plate. <br />Drainage <br />Drainage for the site will be accommodated in two detention facilities. One detention <br />pond will be located on the southeast corner of the site at the corner of South Boulder <br />Road and Centennial drive. The other detention pond will be located on the eastside of <br />Building C on the northeast corner of the site. <br />Shadows <br />The third condition of approval from the preliminary review required the applicant resolve <br />shadowing concerns with existing surrounding structures. At preliminary review, Building <br />tower E was shown setback 25 feet from the rear property line. Building tower E has <br />now been moved back 30 feet from the rear property line to attempt to mitigate <br />shadowing impacts. <br />The applicant has also completed a detailed shadow analysis to better understand <br />shadowing impacts on the surrounding properties (see attachment 3). The shadow <br />exhibit demonstrates that on the darkest day of the year, a 14 foot tall shadow will be <br />cast from the project on the residential building to the north. This shadow is seven feet <br />taller than the 7 foot shadow that would be cast on the building by a building that <br />conforms to the height requirement. Although the exhibit shows the impacts of the <br />proposed structure as compared to a 35 foot tall structure setback 30 feet from the <br />property line, it is important to note the LMC permits a 35 foot tall structure located within <br />10 feet of the property line in this location. The shadowing impacts of this structure <br />would likely be far greater than those shown in the exhibit. <br />Although the shadowing of neighboring properties is undesirable, it is limited to a portion <br />of a building around the winter solstice. The LMC permits a 35 foot structure to be <br />located within 10 feet of the property line which would cast a much larger shadow on the <br />buildings to the north. Staff finds that by moving the building further to the south, and <br />demonstrating the minimal shadowing impacts from the proposal as compared to what is <br />allowed by right, the applicant has complied with the condition of approval to resolve <br />shadowing concerns with existing surrounding structures. <br />Signs <br />The applicant proposes a mix of wall, monument, and banner signs on the site. The <br />following is an overview of the different sign types in the development. <br />Wall signs <br />The CDDSG permits one wall sign per frontage, not to exceed three signs. Building A <br />has three frontages (South Boulder Rd., Centennial Dr., and the parking area to the <br />west), and therefore is permitted a total of three wall signs.
