City Government <br />Governing Body <br />The City of Louisville is a home rule city, <br />regulated by a City Charter. The city operates <br />under a council-manager form of government, <br />whereby the city constitutes the city's legislative <br />and governing body. The City Council consists of <br />six members. Two members are elected from each <br />of the city's three wards to serve staggered four- <br />year terms of office. The City Council meetings, <br />held the first and third Tuesday of each month, <br />are presided over by the Mayor, who is elected at <br />large to serve a four-year term. The Mayor has all <br />the powers, rights, and privileges of a Council <br />Member. <br />Organization <br />The City Council appoints the City Manager to <br />serve as the chief administrative officer of the city. <br />The City Manager serves at the pleasure of City <br />Council, implements their policies, provides <br />organizational leadership for addressing major <br />issues, direct business and administrative <br />procedures and appoints department directors. <br />The City Council also appoints a City Attorney, a <br />Municipal Judge, a Prosecuting Attorney, and <br />3 <br />several separate boards and commissions to <br />administer the operations of certain services. <br />Services <br />The city provides a full range of local government <br />services including police protection, municipal <br />court services, street and road maintenance, public <br />improvements, planning and general <br />administration, as well as: <br />Parks & Recreation - A variety of recreation <br />opportunities are offered in Louisville. The <br />Recreation Center, a 57,000 square foot multi -use <br />center features a 160-foot water slide, six -lane 25- <br />meter pool, hot tub, steam room and sauna, a <br />gymnasium and handball/ racquetball courts. The <br />Coal Creek Golf Course offers everything for the <br />golf enthusiast. Trails are established for biking and <br />walking. A lighted ball field complex, containing <br />four fields, opened in 1996. In 1994, the Louisville <br />Recreation Department received the Gold Medal <br />Award, the National Award for Management <br />Excellence in Parks & Recreation. <br />Library - The Louisville Library has a collection <br />of over 61,000 items that includes books, <br />videotapes, books on tape and compact disc, <br />compact discs, DVDs, magazines, newspapers, <br />framed art prints and computer software. <br />Water Treatment & Storage - Average <br />Consumption (Annual) 4.2 MGD; Peak <br />Consumption (Summer) 9.31 MGD; Current <br />Treatment Capacity (Net) 12 MGD; Hardness of <br />Water: 25 PPM. <br />Sewer Services - The sewage facility is an <br />extended aeration/ activated sludge system with an <br />existing plant capacity of 3.4 MGD. Treated <br />discharge is direct flow to Coal Creek. Existing <br />average annual flows are 2.01 MGD. Ultimate <br />projected plant capacity: 3.5 MGD. <br />
