Budget Process <br />for fiscal year 2004. <br />Resolution 46, Series 2003 <br />Appropriates the total budget by fund, setting the <br />spending limits for each fund for 2004 according to <br />the proposed spending program the City Council <br />adopted in Resolution 45, Series 2003. <br />16 <br />Resolution 47, Series 2003 <br />Establishes the Citt's property tax mill levy for <br />collection year 2004 (tax year 2003). This type of <br />resolution is adopted every year as part of the <br />budget process. Property tax rates do not carry over <br />automatically from one year to the next. The <br />general operating levy for 2004 is 5.184 mills. The <br />bonded indebtedness levy for 2004 is 1.526 mills. <br />
