Other Planning Processes <br />Some of the other planning processes and their <br />impact on the budget are: <br />Downtown Louisville Framework Plan <br />This plan, adopted March 2, 1999, addresses the <br />critical planning issues related to quality of live, <br />development architectural design, parking and traffic <br />in the downtown area. The 2001 budget set up the <br />fee collection and appropriation of the Parking <br />Improvement Fund, with the 2002 and 2003 <br />budgets continuing this process. <br />Intergovernmental Agreement with <br />Town of Superior <br />The intergovernmental agreement with the Town of <br />Superior allows for the shared sales tax revenues and <br />focuses on the McCaslin Interchange <br />Improvements. A separate fund has been <br />established to track the Louisville funds earmarked <br />for the McCaslin Interchange. There are no funds <br />appropriated in 2003 for this project. <br />Northwest Parkway Agreement <br />The Northwest Parkway Agreement will the <br />Parkway to be built through Louisville, with the City <br />using the funding for the 42.d/96th Street <br />connection. The design phase began in 2002 and <br />the construction phase is scheduled to begin in <br />2003. This project is being funded directly from the <br />Northwest Parkway bond proceeds. <br />Louisville Comprehensive Plan, 1989 <br />Update <br />This plan encompasses these areas: community <br />17 <br />development, housing, economic development, <br />environmental quality, transportation, parks/open <br />space/trails. <br />Open Space Master Plan <br />This plan, adopted April 1995, is focused on <br />prioritizing potential land acquisitions and <br />identifying preservation techniques based on <br />achieving objectives identified by the Task Force. <br />Open space continues to be a priority for the <br />Council. The parcels identified in the master plan <br />have either been purchased or are planned for future <br />purchasing. The 2003 budget includes $2,476,396 <br />for land acquisition. <br />Land Use Policy Statement — <br />Northwest Sub -Area Comprehensive <br />Plan Update <br />This provides for the property to be maintained <br />within the comprehensive plan area. Single family <br />rural character should be maintained <br />Parks Master Plan <br />This plan provides long-range planning for parks <br />and recreation issues that include trail development, <br />development of existing parks and recreation <br />facilities, development of new parks and recreation <br />facilities, environment and natural resources, <br />recreation management services and programs. The <br />2003 budget includes funding for trails, recreation <br />center capital improvements, and improvements to <br />various parks. These are all within the master plan <br />guidelines. <br />
