General Fund Revenues <br />Franchise Taxes — Franchise taxes are <br />charged against gross receipts to utility type <br />service providers, such as telephone, gas, electric, <br />and cable service for the right to use the City's <br />right of way and easements to provide their <br />various services. Franchise holders and franchise <br />rates in the city limits of Louisville include Qwest <br />Communications at $8.00 per telephone per year; <br />Excel Energy at 3%; and AT&T Broadband at <br />5%. <br />Revenues are projected using historical trends <br />adjusted for anticipated population growth for <br />Louisville. Franchise tax revenues are budgeted at <br />$826,000 in fiscal year 2004. The overall increase <br />for fiscal year 2004 is approximately 10% over <br />fiscal year 2003 projections. For fiscal <br />year 2004, penalties and interest on delinquent <br />taxes are estimated to be $11,000. <br />
