FINANCE COMMITTEE <br />Louisville COMMUNICATION <br />COLORADO • SINCE 1878 <br />SUBJECT: REVIEW PROPOSED FEES/FINES FOR 2021 <br />DATE: NOVEMBER 17, 2020 <br />PRESENTED BY: EMILY HOGAN, ASSISTANT CITY MANAGER FOR <br />COMMUNICATIONS AND SPECIAL PROJECTS <br />MEGAN DAVIS, DEPUTY CITY MANAGER <br />HEATHER BALSER, CITY MANAGER <br />SUMMARY: <br />Each year the City Council sets certain fees, rates and charges for the upcoming year. <br />City Council, through Ordinance 1603, Series 2011, also authorized the City Manager to <br />set certain fees, rates and charges not otherwise set by the Council. <br />The fees set by the City Manager include such things as fees for photo copies, maps <br />and documents, development application reviews, recreation center programs and <br />classes, rental rates for various facilities, and charges for cemetery plots and services. <br />The City Manager sets these fees and charges to recover costs and defray expenses <br />and not as a mechanism for raising revenue. <br />In light of the COVID-19 pandemic and associated economic impacts, staff proposes <br />that fees, rates and charges not be increased for 2021. Previously staff may have <br />proposed increases to reflect market rate changes. Instead most fees/fines only have <br />the annual inflator applied. More substantive changes include: <br />• The annual inflator was not applied to Liquor License fees. <br />• The annual inflator was not applied to Utility Disconnect fees. <br />• Golf fees were increased beyond the annual inflator as recommended by the <br />Recreation Advisory Board. <br />• New fees include: Police records, rental of the Board Room at the Library, <br />Annual Pass for Business Adult/Senior Resident/Non-Resident at the Recreation <br />& Senior Center and Building Permit Requiring Zoning Verification Only. <br />• Eliminated fees include: Harper Lake Boating Permits (consolidated to 1 boat/1 <br />year for resident/non-resident), <br />Annual Inflator Options <br />There are two options provided that can be used for the annual inflator. The first is the <br />standard 5% increase that was used for the 2020 fees/fines. This was calculated using <br />the 2019 cost of government (wages, benefits, supplies, services) rather than the <br />Consumer Price Index (CPI). The CPI for 2019 was 1.7%. <br />CITY COUNCIL COMMUNICATION <br />
