Power Point Recommendation for CIP Language: In 2021, staff recommends
design work to finalize the Open Space and Parks Wayfinding Plan sign pallet
concept, revise the specifications for durable and reasonably priced materials,
develop pricing and phasing options and scope Phase I and Phase II wayfinding
implementation plans.
Staff recommends installing or replacing Parks and Open Space pole property
and rules and regulations signs at locations that currently have no identifying
signage or signage damaged by wear and tear. Staff also recommends
beginning work on Phase I Powerline Trail wayfinding signage and then full
implementation for remaining trail corridors in Phase II in subsequent years.
9. Discussion Item: Budget Update. Presented by Nathan Mosley, Director of Parks,
Recreation, and Open Space.
(see page 10-11 of the October 2020 OSAB Meeting packet)
Nathan restated the City Council Budget Meeting dates coming up. Final budget
adoption will be Nov 17th. City Council asked staff to remove the prairie dog
management plan. The sign work CIP discussed previously is in the current proposed
budget.
Helen asked if Nathan would consider the wayfinding Tiger Team's proposed language
for the signs/wayfinding CIP. Nathan said he thought he could change that language to
reflect the proposal. He suggested listing the "Powerline Trail or other" as the pilot
phase, to keep options open.
Helen asked for confirmation that the CIP's $50,000 would be used for Open Space trail
signs as well as for Park signs. Nathan thought by having staff install the signs, there
would be cost saving enough to have money for both.
Jessamine asked for more information about the 2020 budget cuts. She asked about
the status of the Master Plan for Cottonwood Park. Nathan replied that it had to be
pushed out, but it was still on the list. Nathan didn't want to do a masters plan that
couldn't be implemented soon after, otherwise the planning gets out of date and might
have to be re -done. He thought the Cottonwood Master Plan might happen in 2023.
Jessamine asked about the $275k medians project that got cut. Nathan said that plan
was for median work on major roads, like McCaslin Blvd.
10. Discussions Items for the Next Meeting on Wednesday, November 18, 2020
A. Jessamine asked for further updates on budget.
B. Laura asked for an update on wayfinding, including the final CIP language that
staff submits.
C. Jessamine said she would be interested in information about how staff interacts
with Colorado Parks & Wildlife and deals with wildlife issues. Laura suggested
that this could be combined with a Coyote Plan update, since OSAB consulted
on that plan during its development many years ago. Nathan thought he could
on
