City Council <br />Meeting Minutes <br />November 2, 2020 <br />Page 3 of 6 <br />RESOLUTION NO. 88, SERIES 2020 — A RESOLUTION APPROVING A SPECIAL <br />REVIEW USE TO ALLOW A 20-FOOT FREE STANDING WIRELESS FACILITY AT 858 <br />COAL CREEK CIRCLE <br />Mayor Stolzmann introduced the item and asked for any disclosures. There were no <br />disclosures. <br />Planner Ritchie stated this is a request for a Special Review Use (SRU) for a freestanding <br />20-foot tall tower on the rear of the property at 858 Coal Creek Circle. She reviewed the <br />site and the history of the property. The proposal is for a lattice type tower, provides a <br />new evergreen tree, and is located within the line -of -site of the building. The tower is for <br />the sole use of CableLabs for their research uses. <br />She noted the SRU language in the LMC requires the proposal meet exceptional <br />circumstances for a free standing tower. The exceptional circumstances in this case are <br />the necessary line of site location and lack of roof or wall mounted options available. Staff <br />finds the tower impacts are very limited due the new tree and dark paint color. The tower <br />meets all other criteria in the code. Staff recommends approval. <br />Daryl Malas of CableLabs stated they have signed another 10-year lease on this location. <br />This tower is needed for the company to continue its work on wireless technologies. This <br />tower allows more realistic testing than what they have currently. They do need to <br />maintain the line of site to the building for it to be functional. He reiterated there are no <br />other users or commercial plans for the site. <br />Public Comments — None. <br />Councilmember Lipton moved to approve the resolution; seconded by Councilmember <br />Fahey. <br />Mayor Stolzmann stated she appreciates the applicant's blending it in with the area and <br />making it lower than the street lights. <br />Councilmember Brown asked if this could cause any interference with anyone's wifi or <br />other wireless devices.
