City Council <br />Meeting Minutes <br />November 2, 2020 <br />Page 4 of 6 <br />Mayor Stolzmann introduced the item, opened the public hearing, and asked for <br />disclosures. There were no disclosures. <br />Chief Building Official Chad Root stated the State adopted the 2020 National Electric <br />Code (NEC) on August 1, 2020 and the City is required by State law to also adopt this <br />code within one year from the State's adoption. He noted there are proposed second <br />reading amendments which give an option for anyone to inspect a copy of the 2020 NEC <br />electronically or view a hard copy from the City. <br />Councilmember Lipton asked why this new code requires whole home surge protection. <br />Root stated it is designed to protect life safety devices from a surge such as fire alarms <br />but it also would protect other electric devices. There is a cost to implementing such <br />protections, but he did not know how much it would be. <br />Councilmember Lipton asked what would trigger this upgrade for a residence. Root stated <br />this would be required any time there is a major upgrade on its electrical system for a <br />house; not a minor change in appliances or the like. <br />Councilmember Fahey asked if the City could add code additional requirements if we <br />wanted to. Root stated the City could exceed this Code with approval from the Electrical <br />Board at the State. <br />Public Comments — None. <br />Mayor Pro Tern Maloney moved to approve the ordinance; seconded by Councilmember <br />Lipton. <br />Public Comments — None. <br />Mayor Stolzmann closed the public hearing <br />Roll Call Vote: Motion passed by unanimous roll call vote. <br />EXECUTIVE SESSION <br />REAL PROPERTY ACQUISITIONS AND DISPOSITIONS (Home Rule Charter Section <br />5-2(c) and C.R.S. 24-6-402(4)(a)) <br />PERFORMANCE REVIEW OF OFFICIALS APPOINTED BY THE CITY COUNCIL <br />(Home Rule Charter Section 5-2(b), CRS 24-6-402(4)(f)) <br />Mayor Stolzmann introduced the executive session and City Attorney Kelly noted the <br />items to be discussed. <br />
