Police Chief Bruce Goodman Briefing

Chairperson Lipton stated that Chief Goodman would respond to the Authority's concerns relative
to the availability of a police officer at meetings, and the issue of receiving police incident reports in
a timely fashion. She noted that these issues were addressed at previous Authority meetings.

Chief Goodman explained that he became aware of the Authority's concern from reading the
October and November minutes. With regard to the officer missing meetings, he stated that
Sergeant Riggins had lined up a replacement officer for the November meedng, but that apparently
that arrangement fell through the cracks.

Goodman addressed incident reports and explained the police department process. He stated that
liquor violation reports are reviewed by the Records Division and then directed to the Chief of
Police. The Chief reviews the reports and forwards them to the Local Licensing Authority Secretary.
He stated that it is a good system, but not failsafe. He commented on the three reports of issue,
noting that Records did not forward one report to the Authority because it involved a juvenile
arrestee. Goodman stated that the other two reports simply fell through the cracks. He noted that
that the three reports involved same establishment, and stressed that the Authority should not be
concerned with respect to incident reports for other establishments. He assured the Authority that
his staff has doubled-checked the Records files and could not find any other missing reports. He
stressed that Sergeant Rig, gins has nothing to do with what reports that the Local Licensing
Authority gets.

Member Jeffers stated that no member of the Authority expressed concern of improper conduct.

2
G:NI JQU OR\2111tl \ MIN UTI:,S~MIN UTI:,S 121701.13OC
