Louisville Local Licensing Authority <br />Meeting Date: December 17, 2001 <br /> <br />He stated that the concern was that Sergeants Riggins had missed meetings and we were without <br />any representative from the Police Department to assist the Authority with police reports. The <br />issue of the incident reports came up only due to a receipt of those reports at the time of renewal <br />for the establishment. He stated that the Authority normally receives liquor violations reports as <br />they occurred throughout the year, rather than at the time of renewal. <br /> <br />Chief Goodman emphasized that the Police Department will strive to have a representative present <br />at future meetings and will tighten up the process of police incidents reports. <br /> <br />Chief Goodman asked if the Authority had any other requests of the Police Department. <br /> <br />Member Jeffers stated the Authority's preference to receive all incident reports prior to renewal. He <br />asked if the Police Department had any feedback from local Licensees as to the performance of the <br />Local Licensing Authority. <br /> <br />Chief Goodman stated that occasionally, a locally licensed establishment will moan, but from a <br />Police Department prospective, the Authority is actively involved, diligent and much appreciated. <br /> <br />Chief Goodman addressed a police incident report from the Blue Parrot and asked that the <br />Authority address the habitual drunkard issue. He stated that the matter may be addressed by <br />declaring this individual as a habitual drunkard and obtaining an in}unction against her, which would <br />prohibit her from purchasing alcohol from any establishment in Louisville. He stated that the <br />Authority may wish to consider this kind of action. <br /> <br />Member Koertje asked Chief Goodman if he knew of any communities that used such methods. <br /> <br />Chief Goodman ~vas not aware of other communities in Colorado that pracdce such methods. <br /> <br />Member Kimmett expressed the Authority's gratitude to Chief Goodman for his briefing. <br /> <br />Chief Goodman introduced Officer Jay Lanphere. He explained a program that was designed by <br />Officer Lanphere and Office Gordanier to coordinate Louisville liquor enforcement and training <br />programs. <br /> <br />Member Koert}e asked Goodman if he was aware of a proposed ordinance that would permit a <br />license holder to be fined for violations in lieu of suspension of the establishment. He explained <br />that there is a state statute that provides for such a penalty, however a local ordinance is required. <br />He stated that the Authority is in favor of such an ordinance and that in some instances, it may be <br />an appropriate penalty. <br /> <br />Chief Goodman stated that he was not aware of the statute, but had no problem with supporting the <br />ordinance before the City Council. <br /> <br />Member Jeffers moved that the Letter to Licensee Blue Parrot be added under Authority Business, <br />seconded by Member KAmmett. All members were in favor.
