City Council <br />Meeting Minutes <br />November 10, 2020 <br />Page 3 of 4 <br />Councilmember Dickinson agreed there needs to be alignment between Council policy <br />and staff direction. He wants to make sure Council is continually getting feedback from <br />the broader business community as we move forward. He feels the plan is investing in the <br />community and it will show a return and keep our revenue up to support city services. <br />Councilmember Brown agreed increased resources will be needed to help Director <br />Pierce. <br />Mayor Stolzmann noted there is agreement on the vision and goals and regarding support <br />for including diversity, equity, and inclusion in the plan broadly. She added there is <br />consensus that if resources are needed staff should come ask for the necessary funding. <br />Mayor Stolzmann stated the EVC was envisioned to do much of the work but the plan is <br />really set now with staff doing most of the work. She asked if there is a continued need for <br />both the EVC and the Business Retention & Development Committee (BRaD). <br />She also asked if the Council would like to discuss the outdoor dining program at a later <br />meeting. Currently, staff is working with those restaurants that want outdoor winter <br />seating and to go pick up areas but if Council would like further discussion that can be a <br />future agenda item. <br />City Manager Balser stated that as staff moves forward with the plan staff will bring back <br />more questions and possible budget amendments to fund the program. <br />Councilmember Lipton encouraged staff to think expansively of what the resource needs <br />are. He stated the Council should have a discussion on the future of BRaD and if fits in <br />this plan. <br />Mayor Pro Tern Maloney stated the EVC has a role in this plan for policy decisions and <br />recommendations to the full Council and it has worked well. He agreed the Council should <br />have a discussion of what to do with BRaD. <br />Councilmember Dickinson agreed more conversation is needed on how to utilize BRaD in <br />this plan. <br />Councilmember Leh stated there has been a big increase in input to Council from the <br />business community this year which has been helpful and that should be encouraged to <br />continue. <br />Mayor Stolzmann stated there is not enough staff time to staff both the EVC and BRaD. <br />As there is no consensus on what to do at this point she suggested the EVC meet to <br />discuss which of the two committees should continue. <br />
