Louisville Local Licensing Authority
Meeting Date: March 29, 2004

Barber reported the original configuration of the premises didn't allow for large parties.
The project was originally presented to Council some time ago but was put on hold until
the owners could see if the concept of this type of restaurant was going to work. Now
they decided to go ahead with the additional space. Mr. Barber was asked if he was
aware he needed to file a modification of premises with the Licensing Authority. He
responded he was not aware until he came in to submit the renewal for his liquor
license. He was under the impression he needed to file just prior to opening the new
section. The question was asked if staff had made Mr. Barber aware of the need to file
the paperwork. Detective Lanphere reported he had not spoken directly to Mr. Barber
and Secretary Hanson reported a letter had been written but apparently was not clear
as to when the filing of the paperwork should actually take place. Discussion centered
around a better process for notifying applicants for building permits if they own a liquor
licensed establishment. A question was presented whether there was any new liquor
storage in the addition. Mr. Barber responded that the storage of liquor was not going
to change. Delivery to the premises will change slightly with the addition of an alcove
that will lead from the stairway to the new outside entrance. The fact the filing of the
modification needs to be done prior to changes was clarified. The comment was made
this is State law.

Attorney Light asked the applicant if there were more detailed drawings of each floor.
Mr. Barber commented the new sections would not contain any liquor storage areas or
new bar areas. Attorney Light asked that be reflected on the drawings.

Lipton moved the Authority approve the modification of premises with the changes
made to the drawings. Paige seconded. Roll Call Vote: Koertje-yes, Paige-yes,
Mulvahill-yes, Wilson-yes and Lipton-yes. The motion carried.

B. Public Hearing - New Liquor License Application - Pasta Antica Roma, Inc.
d/b/a Pane E Vino - Hotel and Restaurant License - 321 S. McCaslin Blvd.
Unit "A"

Chairperson Koertje opened the Public Hearing on the application for a Hotel and
Restaurant License for Pane E Vino. Secretary Hanson reported the application was
complete, fingerprint records had come back from the State showing no criminal history,
posting and publishing had been done in accordance with State law and she saw no
reason to deny the application.

Chairperson Koertje called for any Authority member disclosures. Hearing none, he
reported the boundaries of the neighborhood had previously been set as the current
boundaries of the City of Louisville. He asked for any objections to those boundaries.
No objections were entered. The public hearing proceeded.

Chairperson Koertje moved the entire application as contained in the Authority packet
be made a part of the record of the hearing. Mulvahill seconded. All were in favor. The
motion was adopted.

3

G:\UQUOR\2004\MINUTES\MINUTES MAR 04.DOC
