CXtyof ECONOMIC VITALITY COMMITTEE <br />Louisville <br />COLORADO • SINCE 1.878 <br />SUBJECT: STAFF UPDATES <br />DATE: DECEMBER 18, 2020 <br />PRESENTED BY: MEGAN E. PIERCE, ECONOMIC VITALITY DIRECTOR <br />SUMMARY: <br />In the following, staff provides updates on recent activity related to core economic <br />vitality functions. <br />Louisville's Outdoor Dining Program: <br />Per Council direction from the November 24 Special Meeting, staff began the transition <br />the outdoor seating areas from the street into parking spaces on Tuesday, December 1. <br />The process took approximately four days, and Main Street was reopened to vehicular <br />traffic on Friday, December 4. During the week of December 7, staff performed <br />additional work, such as placing reflectors and partitions, and also deployed the seating <br />for curbside grab-n-go spots. The street set-up, as it appears today, is essentially what <br />staff envisions being in place through the end of March 2021. <br />While it was communicated to RTD that regular bus service should resume on Monday, <br />December 7, it took a few days for the service change to be programmed. The bus <br />officially ended its detour on Thursday, December 10. Staff is working to establish new <br />licenses with each restaurant utilizing a seating area. Also, staff is evaluating the <br />potential for some decorative improvements to the jersey barriers, such as mural art or <br />stenciling. Based on the need to purchase additional barriers, the total program cost is <br />likely to end up around $32,000, not including costs that may be determined for the <br />barrier decor. <br />Economic Vitality Strategic Plan: <br />The first strategic plan item set to start in 2021 is "Create and review Cost of <br />Development Scorecard to better understand cost of doing business in Louisville." It is <br />anticipated for Q2 2021. At the Council Work Planning session on December 8, Council <br />member Lipton suggested this item be expanded to a "Cost of Doing Business" <br />scorecard. Based on staff capacity in Q1, the EVC can discuss the components of this <br />scorecard and comparable communities to consider. <br />The strategic plan has been shared with the Business Retention & Development <br />(BRaD) Committee and is scheduled to be shared with the Louisville Revitalization <br />Commission (LRC) at its January 13 meeting. Early in 2021, the EVC may also wish to <br />review the areas of responsibility based on the outcomes of the BRaD Committee <br />discussion. <br />Agenda Packet P. 30 <br />
