Revitalization Commission <br />Minutes <br />December 9, 2020 <br />Page 4 of 5 <br />group, which received a Business Assistance Package from the City, and also <br />recently went through zoning, including a code amendment for a mobile food <br />truck court. Director Zuccaro said the investment in a food truck court is similar <br />to a restaurant and that the functionality of a court is much different than <br />singular food trucks. The property developer made a real effort to engage <br />surrounding businesses and property owners. <br />Mr. Martinsons said the food truck part of the plan has gotten a lot of attention, <br />but that it is a very small aspect of the overall project. He described the current <br />state of 511 E. South Boulder Road as blighted. This projects seeks to eliminate <br />those issues and revitalize the area. They shared plans included in the LRC <br />packet and specifically are seeking assistance on elements including sidewalks, <br />new curb and gutter, new street trees, new tree lawn, new street lighting, and <br />replacement of the water main. <br />Mr. Martinsons said an adjacent business owner is supportive of the project. <br />Ms. Siu reviewed drawings/plans included in the packet. Director Pierce called <br />attention to page 21 in the packet, which outlines the construction cost <br />estimates for the improvements requested for assistance. <br />Council member Leh asked Mr. Martinsons to elaborate on outreach performed <br />in the development process. Council member Leh thinks it is a significant <br />contribution to revitalization. <br />Commissioner Bradfield said the area used to be very attractive and a useful <br />shopping area. He thinks the project will provide a lot of leverage to the site and <br />improve the entire area. It will be a benefit to the north side of Louisville. He <br />also suggested Mr. Martinsons could incorporate a charging station for electric <br />vehicles. <br />Staff requested LRC direction on developing an agreement for public <br />infrastructure assistance. All members were supportive of the project. It is <br />anticipated the agreement will come back for LRC review in January 2021. <br />• Discussion/Direction- Work Plan <br />Director Pierce noted that only minor edits had been made to the Work Plan <br />since November, including the two items on the LRC's agenda. She also said <br />that staff is having internal discussions on the wayfinding project and should <br />have more to share in January. <br />Agenda Packet P. 6 <br />
