Revitalization Commission
Minutes
December 9, 2020
Page 3of5
would like to tie in the piece on the pedestal but lacks funding. If LRC is
interested in funding, LCC would coordinate the process and project.
Louisville artist Greg Fields discussed the proposed artwork for the underpass
and pedestal.
Commissioner Bradfield said he thinks it is a great idea. The challenge is how
to integrate Delo with downtown and wayfinding. We need to communicate
parking and making the underpass a magnetic area. Public art can attract
people to the area. Commissioner Gambale thanked Mr. Fields for the
presentation and bringing this project forward.
Commissioner Gorsevski appreciates the project also and would like to attract
people from Hwy 42 to access Louisville through Delo. Commissioner Tofte
supports the project. He likes the scale. He thinks there will be more interest in
that area. He agrees with Commissioner Bradfield that wayfinding is important.
Commissioner Adler said she appreciates the LCC being at the meeting and the
time commitment from Mr. Fields.
Council member Leh is new to the LRC and will abstain from a vote since the
art has not completed its 45 day review period.
Commissioner Gambale made a motion to approve funding request. City
Attorney Kelly said there are legal issues to research of uses of TIF funding and
no motion should be made at this time.
Lighting for the artwork has not been discussed; there is electrical access near
the proposed installation. The artwork can be cleaned of bird droppings by
hose.
Pending the outcome of the legal question, the Commissioners are supportive
of the project. Director Pierce will provide information about potential next steps
in January.
• Discussion/Direction- Application for Assistance for Corvus Nidus LLC,
The Rose & Raven at 511 East South Boulder Road
Director Pierce introduced Corvus Nidus LLC, including Joshua Martinsons and
project architect Kelly Siu. They are the applicant team for the project at 511 E.
South Boulder Road, and seeking to make public improvements along with the
construction of their new building. Director Pierce has been working with the
Agenda Packet P. 5
