January 11, 2021 <br />Dear City Council, <br />The Business Retention and Development Committee (BRaD) was formed to provide guidance and <br />advice to City Council on policies that foster a vibrant and thriving business community. In conjunction <br />with staff it also performs related functions including retention visits, a semi-annual business forum <br />and a business satisfaction survey. It is the advisory role that is the focus of this letter. <br />Since the formation of the Economic Vitality Committee, there has been discussion about how various <br />groups fit together in the effort to help City Council make beneficial, informed decisions in regard to <br />the business community. The proposals presented below are based on the following: <br />The business community needs a voice in City Government. <br />• Business issues and perspectives are different than those of individuals. <br />• The business community has skill sets and knowledge that City Council may not <br />have. <br />• City Council needs a deep understanding of how their decisions really affect <br />businesses, and this information can only come from the businesses themselves. <br />• In certain years, City Council may have members with business experience, but the <br />system needs to be designed to accommodate all circumstances. <br />The voice needs to be effective. <br />• Business input needs to come early in the discussion. <br />• It needs to be a meaningful conversation. <br />o Business issues are nuanced and deserve an actual back -and -forth <br />conversation. <br />o Having the floor for a three -minute, one-sided statement, trying to anticipate <br />what will then be discussed by Council, is not effective. There is no chance to <br />shed light on a subject or to rebut or correct statements by Council. <br />• City Council Rules of Order have their place and are required in order to keep <br />meetings moving in an efficient manner, which is why we need a different forum <br />outside of the City Council meetings. <br />The voice needs to be accessible. <br />• There should be a regular, consistently available forum. <br />• It should not need to be requested ad hoc when someone thinks of it. History show <br />that this will not happen. <br />BRaD's current form is ineffective as a voice for the business community. <br />• There is no direct connection to Council since the Liaison was removed. <br />• The timing of BRaD's discussions often doesn't mesh with Council's decision -making <br />timeline. <br />Agenda Packet P. 8 <br />
