BRaD has existed in several formats with varying degrees of success. Below is a brief history along with <br />some pros and cons: <br />BRaD with Business Members and City Council Members as official members (pre-2018) <br />All committee members had a vote with the consequence that City Council members <br />could be outvoted by business members. However, since final decisions are made <br />by the full City Council and only City Council members vote in full Council meetings, <br />business members felt irrelevant and this caused ill will among the group. <br />BRaD with City Council Liaison (2018 and 2019) <br />• This allowed for meaningful discussion between businesses and one or more City <br />Council members but without substantial Council membership, and given meeting <br />timing issues, this was somewhat ineffective. <br />• The agenda was driven by BRaD, not by City Council, which gave BRaD a more <br />independent voice and direction. <br />BRaD without a Liaison (2020) <br />• This allows for BRaD to have a more independent voice. <br />• There is no connection to City Council. <br />EVC created alongside but separate from BRaD (2020) <br />This created some redundancies, but the EVC has accomplished a lot in a short time <br />because they are a large portion of City Council. <br />The back -and -forth between multiple groups was short circuited so it is a more <br />efficient process <br />• The formal opportunity to garner business opinion is missing. <br />Agenda Packet P. 9 <br />
