SUBJECT: CITY COUNCIL ANNUAL WORK PLAN <br />DATE: JANUARY 12, 2021 PAGE 2 OF 3 <br />Attached is a clean copy of the proposed 2021 work plan, incorporating all these <br />changes and additions. The version considered on December 8t", 2020 is also included. <br />The goal of the second City Council work planning session is to agree on which quarter <br />during 2021 City Council will consider each item, the type of meeting and how many <br />meetings will be required for City Council engagement, and the priority level for each <br />item. This information is important to ensure City Council has adequate time to <br />accomplish their goals for the year, and it also helps staff plan and schedule the work <br />necessary to prepare each item for City Council consideration. The priority level is <br />important as the year goes on, because if high priority items take more time than <br />planned, lower or medium priority projects may be shifted to complete the high priority <br />projects. If staff does not have time to complete all high and medium priority projects, <br />the low priority projects may be delayed and/or not completed until the following year. <br />During the second work planning session, City Council may discuss the following: <br />• Staff has provided a more detailed description of each item, including the steps <br />toward completion. Proposed priority level, timing and type of engagement with <br />Council are also included. <br />• Does City Council agree with the proposed priority level for each item? <br />• Does City Council agree with the proposed timing for Council consideration? <br />• Does City Council agree with the proposed type of Council engagement/staff <br />communication proposed? <br />• Are there questions or discussion about level of investment in those priorities that <br />are not currently budgeted for? <br />Following the second City Council Work Plan session, staff will update the final <br />document to reflect Council input, remove the staff impact column, create a category for <br />High, Medium, and Lower priority, and remove the color coding for all items except for <br />the top/High priorities. In addition, the final work plan will include an icon highlighting the <br />alignment of each item with the Strategic Plan and the 2021 Priority Initiatives. <br />The items will be populated into the 2021 Advanced Agenda, and the work plan will be <br />posted on the City Council webpage. <br />FISCAL IMPACT: <br />The City Council Work Plan outlines the issues and items that the Council plans to <br />address throughout the year. The Work Plan includes specific items that are included in <br />the budget, and other items that are anticipated to have a fiscal impact, and which will <br />require Council consideration and approval. Items that will likely drive a fiscal impact <br />beyond what's currently included in the budget are denoted with an asterisk (*) on the <br />attached draft work plan. Should a work plan item drive additional financial needs, staff <br />will bring forward a budget amendment request for Council consideration. <br />CITY COUNCIL COMMUNICATION <br />3 <br />
