Incident Report - 8/14/04 - Blue Parrot <br /> <br />Officers stopped after observing a disabled vehicle and contacted a woman with a <br />strong odor of alcohol on her breath. She seemed disoriented but did state she had <br />been at the Blue Parrot. Detective Gordanier reported she had done some follow-up on <br />this incident and discovered the Blue Parrot closed at 10 p.m. and this contact was not <br />made until 12:05 a.m. leaving a two hour, five minute gap. Authority members agreed <br />the time lapse was problematic in taking any formal action. <br /> <br />Detective Gordanier reported she and Detective Lanphere are working with supervisors <br />and officers in the Police Department to encourage more complete follow-up on liquor <br />related incidents. <br /> <br />SECRETARY'S REPORT <br /> <br />Hanson included a memo showing three special events permits approved <br />administratively. She wrote a synopsis of the work study session. Also included was an <br />e-mail exchange between Hanson and Dave Ziemer, the state liquor investigator who <br />conducts the liquor training here and in Lafayette. The Authority requested Hanson <br />keep the retail liquor stores informed of when this class qualifies as certified instruction. <br /> <br />AUTHORITY ATTORNEY'S REPORT <br /> <br />Attorney Light passed out the draft ordinance resulting from the work/study session <br />concerning liquor tastings. He briefly went over the changes from the Broomfield <br />ordinance that was used as a guide. He stated if the ordinance looked good to the <br />Authority, he would pass it on to the City Managers office for forwarding to City Council. <br />The application process and the change to the bylaws were discussed. Questions were <br />raised about the timing of actual enactment of this ordinance and of the training we offer <br />being certified. Paige stated she is bar code certified and could teach a class if it came <br />to that.
