City Council
Meeting Minutes
December 15, 2020
RESOLUTION NO. 102, SERIES 2020 — A RESOLUTION APPROVING ADDITIONAL
FUNDING FOR THE RECOVERY AND IMPROVEMENT GRANT PROGRAM
Director Pierce stated this is a request for additional funding for the Recovery &
Improvement Matching Grant Program that Council adopted in August. Since then, 29
grants have been awarded totaling $148,825. Two additional grant applications totalling
just over $10,000 were submitted and the Economic Vitality Committee recommends
these be funded. The additional money would fund a few more projects if any are
submitted. If funds remain at the end of the program the Council can allocate those to
new recovery program.
Staff recommends approval of the resolution.
Public Comments
Mark Oberholzer, 224 Hoover Avenue, stated he supports the resolution to help local
businesses get through COVID. He would prefer it did not require matching funds but
supports the program.
Mayor Stolzmann stated she supports the resolution and is looking forward to other
programs the Council can consider in January to provide more help to businesses.
MOTION: Councilmember Brown moved to approve the resolution; seconded by
Councilmember Dickinson.
Mayor Pro Tern Maloney offered a friendly amendment to extend the end date of the
program to January 31, 2021. Motioner and seconder both accepted the amendment.
Roll Call Vote motion passed by unanimous roll call vote.
DISCUSSION/DIRECTION — 2021 LOUISVILLE LEGISLATIVE AGENDA
Deputy City Manager Davis stated the City creates this document each year to help guide
our engagement on legislative issues and to explain to our legislators and others what the
City's legislative positions are. She noted the Legislature will have an unusual year and
may focus on very little other than COVID issues although we have heard they may try to
address transportation and transportation funding, renewable energy and waste, policing,
and disaster response.
She stated there are minor changes to the document from 2020 that address updates and
new policy areas expected to be included in the coming session. She reviewed the
proposed changes. Staff would like input tonight and will bring a final draft to Council for
approval in January.
Public Comments — None.
