Louisville Local Licensing Authority
Meeting Date: November 29, 2004

the approval of the ordinance by Council. If approved, this would allow tastings at
Centennial Wine & Spirits until their next liquor license renewal when they would renew
the tastings permit as well.

Mulvahill moved to approve the tastings permit application for Carli Enterprises doing
business as Centennial Wine & Spirits. Rommelfanger seconded. Roll Call Vote:
Koertje - yes, Paige - yes, Mulvahill - yes and Rommelfanger - yes.

POLICE DEPARTMENT REPORTS

A. Incident Report - 7/29/04 - Tri-City Elks Lodge

Mulvahill reminded the Authority this issue was continued to this meeting due to
concern by members of the appearance of impropriety involved in reviewing this
because of some of the persons involved in the incident. The Authority wanted to have
the Attorney present to advise them if they had any additional responsibility in this
matter.

Authority Attorney Light stated the members had no heightened or lessened
responsibility because of the persons involved. He reported the matter should be
handled as any other in determining if there were reasons to order a show cause
hearing.

Questions were asked as to whether or not they should have called the police to report
this matter and whether there were any violations there. Attorney Light cited the rule
concerning the reporting of disturbances. The officer stated to Detective Lanphere the
report had been made in a reasonable amount of time in his view.

Members agreed this required no further action by the Authority.

B. Incident Report - 10/30/04 - Druids Arms

Police officers pulled over a vehicle at Pine Street and Main Street and the driver of the
vehicle was arrested for driving under the influence of alcohol. A passenger in the
vehicle who also appeared intoxicated stated she and the driver had been drinking at
Druids Arms.

Detective Lanphere stated the follow-up noted in the report has not occurred to date.

Mulvahill commented he felt there was a witness to the incident even without the follow
up and felt there was evidence to order a show cause. He also asked Detective
Lanphere if the office would be encouraged to re-visit this incident. Detective Lanphere
stated the policy is to follow up on these cases, especially when noted in the reports
and he had left a message for the officer.
Mulvahill moved the Authority order a show cause hearing concerning the incident

4

G:\UQUOR\2004\MINUTES\MINUTES NOVEMBER 04.DOC
