Louisville Local Licensing Authority
Meeting Date: November 29, 2004

Felicia and Stephen Mak, business address of 1387 South Boulder Road Unit G,
Louisville, CO 80027, entered their names for the record and were given the oath by
Secretary Hanson.

Vice-Chairperson Paige called for the applicant's presentation.

Stephen Mak reported the new restaurant was in the King Soopers shopping center and
felt the restaurant will provide a quick food service that is missing in the area. He also
stated the liquor license would provide another beverage option to the customers.

Vice-Chairperson called for audience members who wished to speak in favor of the
application.

James Hsu, 206 Shadow Wood Drive, Alamosa, CO who owns the concept for the East
West Grill, entered his name for the record and took the oath. He commented the beer
and wine license was simply an enhancement of the patron's dining and was a minor
part of the sales at this type of restaurant. There is no intention to act as a bar and the
restaurant would limit the patron to three drinks. A handbook is provided for servers
concerning the service of alcohol.

Mr. Hsu was asked if he held any financial interest in this establishment. He stated he
did not.

Vice-Chairperson Paige called for anyone who wished to speak in opposition of the
application.

As a final comment, Stephen Mak stated his wife, Felicia, has been in the restaurant
business for many years and safety is of prime concern to them and they have taken
steps to limit any liability issues.

Vice-Chairperson Paige closed the public hearing.

Mulvahill moved that the Local Licensing Authority of the City of Louisville find that the
applicant is of good moral character, that the inhabitants of the neighborhood desire the
license be granted, that the license will meet the reasonable requirements of the
neighborhood, that all City and State law requirements have been met and that, based
on these findings, the Local Licensing Authority approve issuance of a beer and wine
license for JCK Mak Holdings doing business as East West Grill. Rommelfanger
seconded. Roll Call Vote: Koertje-yes, Paige-yes, Mulvahill-yes and Rommelfanger-
yes. Motion adopted.

B. Tastings Permit Application - Carli Enterprises d/b/a Centennial Wine &
Spirits - Retail Liquor License - 324 S. McCaslin Blvd.

Attorney Light stated this is the first tastings permit to come before the Authority since

3

G:\UQUOR\2004\MINUTES\MINUTES NOVEMBER 04.DOC
