SUBJECT: COVID-19 CITY REOPENING AND RECOVERY <br />DATE: FEBRUARY 23, 2021 PAGE 13 OF 14 <br />In the next two months staff will refine our organizational recovery plan to address some <br />of these elements that will impact the reopening process. This information will be made <br />available to City Council when it has been developed further. <br />FISCAL IMPACT: <br />The closure and reopening of City facilities has had a variable fiscal impact on the <br />organization. In some cases, services and programs were scaled to meet the level of <br />service demands during COVID through staff furloughs and ultimately lay-offs. Part of the <br />reopening plan includes consideration of fiscal impacts to scale programs and services <br />back up to the pre-COVID level, or a newly established level of service that is aligned with <br />the City's Strategic Plan and program/subprogram area goals.
