Planning Commission <br />Meeting Minutes <br />November 12, 2020 <br />Page 2 of 10 <br />Zuccaro explained that the property was part of the Centennial Valley General <br />Development Plan from 1983 and included a strip center and a standalone bank. There <br />was a PUD approved for both buildings and the property owner now wanted to split the <br />lot so each development would be on its own property. Staff reviewed the request to <br />ensure that the lots could stand on their own and that the division would facilitate future <br />redevelopment. Staff also worked with the applicant on shared use area issues, <br />including access, drainage, and easements. <br />Zuccaro stated that staff recommended approval with the following conditions: <br />• Updated ownership and dedication signature block to meet City standards. <br />• Add note to plat providing for shared maintenance of shared access drive, <br />drainage facilities, and landscape area. <br />• Add maintenance table to play outlining maintenance responsibility between <br />each lot owner of shared use areas. <br />• Amend the existing Permanent Stormwater Best Management Practices <br />Maintenance Agreement to address shared use and maintenance of stormwater <br />facilities. <br />• Add 10-foot wide dry utility easements along south and east property lines, as <br />requested by Xcel Energy. <br />Brauneis asked for disclosures and conflicts of interest. None. <br />Howe asked if each of the lots would meet requirements for drainage. <br />Zuccaro responded that they would not meet drainage requirements individually. <br />Zuccaro noted that it was common to have shared drainage and shared maintenance of <br />drainage across multiple lots and that could even be a benefit. He added that the <br />properties would self -contain their own parking and meet the open space and setbacks <br />requirements. <br />Chris Strawn of Ware Malcomb, applicant, offered to answer questions. <br />Brauneis asked Mr. Strawn to respond to the conditions from staff. <br />Strawn replied that he had no issues with the conditions and that he was prepared to <br />move forward with them. <br />Rice stated that it made sense to deal with the two properties separately, which the <br />proposal helped to achieve. He added that staff had dealt with all the easement issues <br />in their conditions. <br />Diehl expressed his support and appreciated that the applicant was willing to address <br />staff's conditions. <br />Williams agreed that it met all of the conditions and it made sense to be able to sell the <br />properties separately. <br />
