City Council <br />Meeting Minutes <br />February 16, 2021 <br />Page 3 of 8 <br />REGULAR BUSINESS <br />LIFE IN LOUISVILLE AWARDS <br />Assistant City Manager Hogan stated 48 Front Range residents submitted photographs <br />depicting "Life in Louisville" for the13th Annual Photography Contest. These photos <br />chronicle events and daily life in Louisville, Colorado from January 1 to December 31, <br />2020 and, will be added to the City's archives to serve as a cultural reference for future <br />generations. All images are available for public viewing on the City's website and all <br />photographers have given the City permission to utilize the photos for City publications <br />and marketing including the City website, social media, and outside publications. <br />Hogan presented the winners. Mayor Stolzmann thanked all the participants for the <br />entries. <br />RESOLUTION NO. 11, SERIES 2021 — A RESOLUTION RECOGNIZING THE WORK <br />OF AND DISCONTINUING THE BUSINESS RETENTION AND DEVELOPMENT <br />COMMITTEE <br />Director Pierce stated the Economic Vitality Committee (EVC) was asked to review the <br />ongoing role of the Business Retention & Development (BRaD) Committee. The EVC was <br />originally established to create the Economic Vitality Strategic Plan, which was adopted <br />on November 10, 2020. Members of EVC felt the Council Committee had been a <br />successful addition and the consensus was to keep it in place. Members then considered <br />the overlap of BRaD with the EVC and other stakeholder groups as well as the workload <br />multiple committees creates for staff. <br />EVC members discussed BRaD's role and options for alternative committee structures at <br />two meetings. BRaD also had the opportunity to review the possible dissolution and offer <br />alternatives at two regular meetings and BRaD submitted a letter to City Council for <br />consideration. <br />Since the EVC was discussing the future of BRaD the board has been in a holding pattern <br />with no new members appointed in 2021. Currently BRaD has five members as two have <br />resigned. Additionally, the board has no current projects. <br />The EVC recommends the BRaD Committee be dissolved and the EVC remain in place. <br />The EVC invites the participation of the Chamber of Commerce and Downtown Business <br />Association if they wish to have regular representatives attend meetings. The EVC also <br />desires to have four non -voting business representatives appointed to participate <br />regularly on the Committee. The selection and structure of the businesses representation <br />would be informal and at the discretion of the EVC, since the structure of the group would <br />still be a City Council Committee. <br />
