Landmarks should meet This structure adds character and value to Old Town and <br />one or more criteria for has integrity of location, design, workmanship, feeling <br />physical integrity and association. <br />• The structure retains its overall form and appearance <br />from the street and exhibits a high level of physical <br />integrity by retaining important aspects of integrity <br />including location, setting, design, materials, and feeling. <br />Staff finds that the structure meets the criteria for <br />physical integrity. <br />ALTERATION CERTIFICATE REQUEST: <br />The project includes preservation, rehabilitation and restoration work to the historic church <br />building, a two-story home addition at the rear of the structure, and a detached garage. The <br />preservation and restoration work includes repair and restoration of the siding on the church <br />structure and removal of the existing wrap -around patio on the east and north sides of the <br />building. A skylight is proposed on the west side of the roof peak of the historic church building, <br />which would not be historic to that portion of the structure. The historic windows will be <br />removed and replaced with replica windows with black frame. <br />The windows are a defining and unique feature of the historic structure with a four over four <br />pane and decorative arch. Staff did explore options with the owner for restoration of the <br />windows and the applicant has chosen to propose replacement with modern double panes <br />windows designed to replicate the historic window design. The application materials include <br />specifications on the replacement windows and the owners' explanation for wanting to replace <br />the windows. The owners specifically notes the poor condition of the existing windows and <br />energy efficiency consideration. <br />The home addition includes a recessed connection when viewed from Pine Street and <br />differentiation in form and materials, with use of stucco to distinguish the new home from the <br />wood siding of the historic church. The peak of the roof of the home addition will also be lower <br />than the roof peak of the church structure, further differentiating the new building from the <br />historic. The addition and a new deck extend beyond the historic north wall of the church, but is <br />set back and has limited visibility from the adjoining rights of way. The garage will match the <br />materials of the home addition. <br />The plans are also consistent with the Old Town Overlay zoning standards for setbacks, lot <br />coverage, floor area ratio and roof pitch requirements when provided the Landmark bonus. <br />
