Open Space Advisory Board <br />Minutes <br />January 14, 2009 <br />Page 3 of 4 <br />Council nominates them and they serve four years. They can reapply as they <br />wish. <br />Broomfield has a quarter cent tax in perpetuity for management and <br />purchases of open space. If use of OS changes it needs to be voted on by the <br />city with simple majority. City council makes decisions and if no petition is filed <br />the decision will stand. One city council member and an alternate are ex officio <br />members of the OSTAC and attend all meetings. Further Dan said Broomfield <br />Foundation is a 501 c3 non-profit was created to support activities within open <br />space through presentations, raptor poles, birdhouses, tree plantings, etc. They <br />have ten board members one of which is on the city council. They hope to <br />develop a large enough endowment to fund some of the shortfalls of the city. <br />Funds so far have come from board members and public solicitations. They <br />hope to drive membership to increase funds and participation. Joe Stevens said <br />a Friends of the Arboretum was created recently. Louisville also has a senior <br />foundation. <br />Conoco Phillips Development <br />Paul Wood Director of Planning for City of Louisville spoke. CP has a demolition <br />plan and then will do an entitlement submittal. No grading will be done on the <br />property. The area is to be rezoned from industrial to multi-use. CP wants to <br />build up Campus Drive, but they would need to acquire more land. Paul thinks <br />that a fifty to sixty acre parcel could be donated, but it would include land across <br />the Broomfield border. <br />Trails <br />Broomfield has this southern land zoned as preservation and a potential trail bed <br />is already in place there. They are looking for connectivity to Stearns Lake. <br />Parkway Circle Trail Plan has a conservation easement being used for <br />agriculture. Boulder County has set aside funding fora 104th trail, but it has <br />fallen off as a priority. <br />Land Conservation <br />There is a North Metro Fire House going in on 96th on open space. However, <br />money was paid that will go to open space. An artificial nest is going in area <br />north of Warembourg. Broomfield uses a matrix with circle of places they would <br />like to acquire. They have so far spent millions getting conservation easements. <br />Broomfield requires 24 acres per 1000 population for their public land dedication. <br />However, this is not codified and they can take money in lieu. <br />Education and Outreach <br />Broomfield has their foundation, but this is not specifically a function of the city's <br />open space department. An issue of focus for them is living with wildlife and they <br />want to educate the public more about this. Like Louisville, they struggle with <br />participation, but have been focusing on working with senior and youth groups. <br />Tom suggested that Broomfield's open space events be posted on Louisville's <br />
