<br />CML is pleased to introduce a monthly call-in series, An Hour with Your Advocates.

<br />CML's legislative advocates will share up-to-the-minute news from the Capitol on
<br />. various municipal issues. The calls will take place on Fridays, 1 :30-2:30 p:m., and all
<br />CML members are invited to participate.

<br />expectancy of the living members is less
<br />than the period ending Dec. 31, 2021. (This
<br />affects only plans with a small number of
<br />relatively elderly members.) The proposal
<br />would most likely contemplate
<br />memorializing this practice in statute.

<br />In most cases, this change would extend
<br />the period of amortization, thereby reducing
<br />the annual payment There could be four or
<br />five small plans that have an average life
<br />expectancy of less than the period ending
<br />in 2021.

<br />If the JBC suspends its payments to FPPA
<br />through legislation, CML requested the
<br />language to assist local plans be included.

<br />Good Samaritan law for
<br />
<br />building code officials
<br />
<br />HB 09-1080 was introduced during the
<br />second week of the session and is
<br />sponsored by Rep. Don Marostica,
<br />R-Loveland, and Sen. Suzanne Williams,
<br />D-Aurora. The bill would amend Colorado's
<br />"Good Samaritan" law to cover building
<br />inspectors who respond to disasters.
<br />
<br />Section 13-21-108.3, CR.S., currently
<br />provides qualified immunity from civil
<br />liability for architects, professional
<br />engineers and professional land surveyors
<br />rendering assistance during emergencies
<br />or disasters. Specifically, this statute
<br />ensures that architects, engineers and land
<br />surveyors who, voluntarily and without
<br />compensation, provide architectural,
<br />engineering or surveying services
<br />(respectively) at the scene of an
<br />emergency, will not be liable for any
<br />personal injury, wrongful death, property
<br />

<br />damage or other loss caused by act or
<br />omission in performing such services. The
<br />proposed legislation would include in this
<br />statute building officials who provide
<br />damage assessment at the scene of an
<br />emergency. The CML Executive Board
<br />approved the League's support of this bill
<br />prior to the start of the session.

<br />SB 09-74, sponsored by Sen. Greg Brophy,
<br />R-Wray, prohibits a local government from
<br />enacting an ordinance, regulation or other
<br />law that requires a person to store a firearm
<br />in a manner that renders the firearm
<br />inoperable, including requiring that a
<br />firearm be disassembled or secured with a
<br />trigger lock device. The bill also authorizes
<br />Colorado firearms manufacturers to sell
<br />(and Colorado residents to purchase)
<br />firearms or firearm accessories within
<br />Colorado if the firearm or firearm
<br />accessories were manufactured in
<br />Colorado by the firearms manufacturer,
<br />notwithstanding any federal law to the
<br />contrary.
