This is not intended as a complete and <br />thorough summary of the House package. Transportation-$30 billion for highvv'ays; $9 billion for transit ($1 billion for ncw <br />eonstruction; $2 billion for upgraded repairs; $6 billion for transit capital <br />assistanee); $3 billion for aviation. Colorado impact-Iransit, at least $90 million <br />(urban formula-$80 million, rural Jommla-$l 0 million), 50% to be awarded <br />within 120 days (no timeline yet for other half); aviation, statc will havc to <br />compete within FAA region, 120 days, 50-50 split same as transit; higJnvays, at <br />least $422 million (eDOT, $356 million, MPOs, $189 million). Half of total <br />CDOT dollars must be awarded within 120 days, the rest by August 2010. Ralfof <br />MPO dollars must be awarded within 90 days, the other halfby July 2010. <br />Criteria for both: projects must be eligible for federal funds; must be on TIP or <br />STIP; project completion within 3 years; must be located in "economically <br />distressed" area (defined as low per capita income which is 80% or less than the <br />national average, higher than average unemployment rate, and/or experiencing an <br />employment adjustment problem). There are a variety of transparcncy <br />requirements put forward for both the states and for local governments. Some <br />Colorado issues--there is a 55-45 split between CDOT and local MPOs. Current <br />law is the reverse, 62.5% for MPOs and 37SYo for the states. T'his is creating <br />tension in DC between state and local intercsts and has not been fully resolved. <br />"Economically distressed" requirement could be problematical for Colorado. <br />Further analysis being conducted by eDOT. Not clear why locals have a difTerent <br />and more restrictive timeline than the states. A process is being cstablished by <br />CDOT now through the ST AC to begin a regional distribution process once <br />dollars start coming back to Colorado.
