4 <br />/ <br />ment, accessory structures within the Subject Property need not <br />meet all building codes of the city. <br />(b) The City agrees to cooperate with Annexor in <br />connection with the preservation of existing water rights and <br />ditch rights affecting the Subject Property. <br />(c) Annexor shall be allowed to continue the use of <br />the existing septic system serving the existing residential <br />dwelling on the Subject Property so long as said system meets <br />County Health Department and City standards for such facility. <br />(d) The City agrees not to assess its service expan- <br />sion fee with respect to the existing dwelling on the Subject <br />Property. <br />(e) The City agrees to pay up to $7,000 for the cost <br />of preparation of the General Development Plan for the Subject <br />Property and adjacent property, necessary surveys, and prepara- <br />tion of annexation documents. <br />(f) Annexor may elect to defer payment for the water <br />tap for the existing dwelling on the Subject Property until the <br />time of development of the Subject Property. The tap fee shall <br />be the City's applicable fee at the time of payment. <br />13. Notices. All notices, demands, or other documents <br />required or desired to be given, made or sent to either party <br />under this Agreement shall be made in writing, shall be deemed <br />effective upon receipt and shall be personally delivered or <br />mailed postage prepaid, certified mail, return receipt requested, <br />as follows: <br />8 <br />11101, <br />
