Economic Vitality Committee <br />Meeting Minutes <br />March 19, 2021 <br />Page 3 of 5 <br />individual areas for liquor license requirements. She also noted some of the <br />issues with closing only partial sections of the street. <br />Chair Dickinson then outlined some of the items he wanted to cover in the rest <br />of the meeting and also state his desire to give some feedback to Director <br />Pierce to help move forward. Mayor Pro Tern Maloney stated he would be <br />interested in seeing the temporary closure of Main Street and that he would <br />support only one set closure timeframe. Councilmember Leh suggested that it <br />might be helpful to take a vote at this meeting in order to give a <br />recommendation to Council on April 6. The group then discussed whether to <br />make a recommendation. <br />Councilmember Leh explained his opinion that having the closure and then later <br />removing the closure if indoor dining opens up would be fruitful and in line with <br />the notion that this temporary closure is to meet COVID capacity restrictions. <br />Chair Dickinson noted that even as indoor dining opens up, people may still feel <br />more comfortable outside. The Committee discussed the issue further. <br />Councilmember Leh made a motion to support temporarily closing Main Street <br />from April 26 to November 1, 2021 and for that closure to continue even if <br />indoor dining restrictions are lifted. Chair Dickinson seconded the motion. <br />Councilmember Fahey commented that she agreed keeping the closure <br />constant would be a better option and more cost effective. <br />The motion passed with unanimous approval. <br />VII. Discussion/Direction — Business Representation for Economic Vitality <br />Committee: Director Pierce discussed that this is a continuation on the <br />conversation surrounding the representation on this Committee following the <br />dissolution of the Business Retention & Development (BRaD) Committee in <br />February. Chair Dickinson continued by noting that the number of non -voting <br />business members should be discussed, if there is any criteria to be applied, <br />how to select new people, and then terms of the new members and what they <br />should look like. Director Pierce agreed that getting direction on these items will <br />provide staff clarity on next steps. <br />Chair Dickinson stated that it was his belief that the group agreed for the new <br />members to be non -voting members and that four additional members was <br />where there was general consensus. Mayor Pro Tern Maloney questioned how <br />to make sure the four people selected would be the most representative for the <br />business voices of the community. Councilmember Leh agreed with Mayor Pro <br />Tern Maloney that getting a good representation is important but noted that <br />even as non -voting members, it helps provide a critical eye toward business <br />issues that will be helpful overtime. <br />Agenda Packet P. 4 <br />
