Economic Vitality Committee <br />Meeting Minutes <br />March 19, 2021 <br />Page 4 of 5 <br />Councilmember Leh agreed with limiting the number to four non -voting <br />members. Mayor Pro Tern Maloney said he could agree to the four non -voting <br />members given that they could provide targeted opinions on specific topics. <br />The Committee then moved on to discuss term limits. Director Pierce noted that <br />the breakdown of two-year or four-year commitment would help with the <br />onboarding process and overall ability to make an impact. The Committee <br />discussed how to stagger the initial terms and agreed that two-year terms is an <br />appropriate amount of time to ask someone to sit on the Committee. <br />Chair Dickinson asked the Committee what they thought about residency <br />requirements or business -ownership requirements. The group felt that overall, <br />someone must have a connection to Louisville but they did not necessarily have <br />to live in Louisville, nor would they be required to own a business in Louisville <br />as long as they had a business interest. <br />The Committee also discussed on the application process and how to appoint <br />the new members. It was agreed that Council should be updated on the <br />representation process and should also vote on the EVC's recommended <br />business representatives. <br />Ms. Shelley Angell, Executive Director of the Louisville Chamber of Commerce, <br />asked for clarification on if someone could only meet the Louisville residency, <br />and if they could own a business somewhere else. Chair Dickinson said that <br />yes, that way someone who may own a business in general but have Louisville <br />ties could be involved. Mr. Kron commented that perhaps five members might <br />be better but agreed on the two-year terms and then that another idea could be <br />to have Louisville businesses recommend a nominee. Mr. Oberholzer <br />suggested three year terms are seen on other committees. The group then <br />discussed the roles of the Chamber and the DBA as it relates to this <br />Committee, particularly as new members come aboard. <br />Director Pierce asked for a point of clarification that indeed the group would like <br />to open up the requirements to allow for residents who own businesses <br />elsewhere. The Committee then discussed how to disseminate this information. <br />Director Pierce will prepare a process and outline to bring back to the <br />Committee for confirmation. <br />VIII. Discussion- Economic Vitality Strategic Plan: No discussion at this time. <br />IX. Staff Updates: Director Pierce pointed the group to their memo for an update <br />on the Keep It Local Prize Draw Campaign. She also noted that she initiated the <br />COVID-19 follow up survey included in the memo and how staff plans to use <br />this to inform next steps in business pandemic support. <br />X.
