SUBJECT: BUILDING PERMIT FEE REVIEW
DATE: AUGUST 7, 2018 Page 3 of 13
approximately 11 % of City Hall is allocated to Building Safety functions. The file storage
area in the Police Department basement is approximately 300 square feet. Staff used a
standard per square -foot rental rate for downtown to estimate building and land value
costs for the proportional use of the facilities.
The Building Safety Division maintains two vehicles, one for each of the City's full-time
inspectors. Code enforcement vehicle costs are also allocated proportionally. Other staff
working in support of Building Safety will collect mileage reimbursement when using
personal vehicles.
Building Permit Fees and Other Revenue
Building permit fees are calculated with a graduated fee schedule based on the valuation
of a construction project. Valuation includes both labor and materials. The plan review
fee is 65% of the permit fee.
Table 2: City of Louisville Permit Fees
Valuation
Permit Fee
$0-$500
$28
$500.01-$2,000
$28 for first $500 + $4 for each additional $100
$2,000.01-$25,000
$82 for first $2,000.01 + $16 for each additional $1,000
$25,000.01-$50,000
$400 for first $25,000.01 + $12 for each additional $1,000
$50,000.014100,000
$700 for first $50,000.01 + $8 for each additional $1,000
$100,000.01-$500,000
$1,000 for first $100,000.01 + $6 for each additional $1,000
$500,000.0141,000,000
$4,000 for first $500,000.01 + $5 for each additional $1,000
$1,000,000.01 and up
$6,000 for first $1,000,000.01 + $4 for each additional $1,000
Plan Review = 65% of permit fee
Permit revenues in the Appendix are listed under the following categories:
• Construction Permits — This covers the majority of permit types for new
construction, other than single trade permits, and includes the permit and plan
review fees. Other fees, such as re -inspection fees, are included in this category.
• Minor Permits — This covers all single trade permits for electrical, mechanical or
plumbing projects and other minor permits such as fences. This includes the
permit and plan review fee when applicable.
• Elevator Permits and Inspections — This includes all elevator permit reviews and
inspection fees and fees for annual safety testing on commercial elevators.
• Contractor Licenses — This includes administration of licenses for all contractors
working in the City.
Permit fees are intended to cover all direct and overhead costs for administering the
program. Some projects will only require one building inspection, while more complex
projects require dozens of inspections and coordination with staff. The fee schedule is
structured with the assumption that higher valuation projects will require more
inspections and administrative effort.
CITY COUNCIL COMMUNICATION
253 9
