The intent of the request is to allow a restaurant, Udi's Bakery and Restaurant, to <br />locate at the site. <br />. The zoning, Industrial (I), requires the special review use review by Planning <br />Commission and City Council. <br />. Proposed hours of operation are: 6:00 AM to 2:00 PM with peak business hours <br />expected to be 7:00 AM - 9:00 AM and 11 :30 AM - 1 :30 PM. <br />. Food service will include coffee/tea, juice and soda beverages, pastries, snack foods <br />and sandwiches. <br />. Interior seating is planned at 76 seats and an additional 24 seats at an exterior patio. <br />. The PUD amendment request would permit additional wall signage and larger <br />monument sign. The original PUD permitted two monument signs with a sign face <br />area of25 SF (one side only) and 3 wall signs of25 SF each. The applicant is <br />requesting to expand the wall sign allowance from 80 SF to 120 SF and the <br />monument sign to total 50 SF per sign. The Industrial Development Design Standards <br />and Guidelines (lDDSG) permits wall signs of 15 SF per sign for a total of 80 SF and <br />the monument signs up to 25 SF per face. <br />. Louisville Municipal Code parking requirements for a restaurant is 1 space for every <br />3 seats. The site currently exceeds the minimum parking ratio for 2.0 spaces per 1,000 <br />SF per the IDDSG for flex office use. Therefore, the LMC requires 33 spaces and the <br />CDDSG requires 15 spaces per 1,000 SF of building area. Staff supports the existing <br />parking availability. Staff does not anticipate parking to be an issue for this use. <br /> <br />Staffs review of the Special Review Use (LMC 17.40.100.A) criteria finds the five (5) criterion <br />have been met. <br /> <br />Staff recommends approval with the following conditions: <br />1) Staff recommends only one wall sign, Udi's Bakery and Restaurant, be permitted to be 30 <br />SF in area. <br />2) If the applicant expands the extent of the SRU, up to 4,000 SF total, they shall be <br />permitted to do so through Administrative Approval. <br />3) The special review use is granted to the applicant only and is non-transferable. <br /> <br />Commission Questions: <br />Lipton discussed Condition #2 and his desire to not approve the expansion without the Planning <br />Commissions review of the request. <br /> <br />Lipton asked if on-street parking is allowed in the CTC. <br /> <br />McCartney stated parking would not be allowed on 104th Street. <br /> <br />Applicant Presentation: <br />Jerry Moore, architect for the project and representing Stephen Meyers and Associates reviewed <br />the signage condition. The request is for maximum of 120 SF per building with 30 SF per <br />building for the retail tenant. <br /> <br />Lipton discussed with the applicant the signage request. <br /> <br />Members of the Public: <br />None heard. <br />Commission Questions: <br />Wood discussed with the Commission Condition #2. <br />
