<br />Planning Commission <br />Meeting Minutes <br />APRIL 16, 2009 <br />Page 2 of 6 <br />. The Planning Commission should have the FasTracks topic on the agenda <br />to provide public input, which was not provided through the meeting held <br />on March 10. <br /> <br />Lipton requested a summary of the March 10, 2009 meeting. <br /> <br />McCartney provided the following information: <br />. Four option of parking was discussed related to the FasTracks project. <br />. The number of spaces needed for commuter parking is known and the <br />objective of the meeting was to determine the best possible way to provide <br />adequate parking area to achieve that number. <br />. The footprint needed is quite large and will have quite an environmental <br />impact to the site. <br />. Option 2A and 28 were the recommended parking plans - they provided <br />124 parking spaces close to the station with bus drop-off at the station and <br />310 parking spaces across HWY 42 at the Sports Complex. <br />. The question regarding 'did the zoning change', the answer is no. Any <br />modification to zoning will require a public hearing. <br /> <br />Loa stated she had attended the meeting, heard all the options discussed and <br />the City Council had a split vote on which Option(s) to recommend. She also <br />stated she felt the process was very open and adequate information about the <br />meeting had been provided prior to and during the meeting. <br /> <br />John Leary, 1116 Lafarge, expressed some of the same concerns with the March <br />10, 2009 meeting. He continued with a discussion of the authority that the <br />Planning Commission has been charged with through the Louisville Municipal <br />Code and the Home Rule Charter. He stated the issue of parking for FasTracks <br />is not just a parking issue but is a land use concern. He encouraged the <br />Commission to run a fair process, as they have done with other topics, because <br />by building the public trust then we can get about doing the business of the City. <br /> <br />Wood discussed the impact that 500 parking spaces (12 acres of surface <br />parking) would have on the FasTracks site. The City Council has not made a <br />specific recommendation that would require a land use decision, such as a <br />zoning change. Any decision such as that would require a public hearing during a <br />regular City Council meeting. <br /> <br />Russell asked if the City would have an opportunity to comment on FasTracks. <br /> <br />Wood stated they would. <br /> <br />Russell also stated the need to have more public information available. <br /> <br />Hartman asked what the authority of the Planning Commission is. She <br />suggested having the City Attorney attend the next Commission meeting to <br />explain the process and involvement of the Planning Commission. <br /> <br />Lipton stated he shared similar concerns as to those already expressed and the <br />City Council should refer any land use projects to the Planning Commission. He <br />also stated the Planning Commission should not insert themselves into a process <br />
