On average, 39% of the 1,372 existing parking spaces in the entire study <br />area are occupied at any given time of day. <br /> <br />This equates to an average demand for 534 parking spaces. The core of the downtown area located between Spruce and Pine (Block <br />7) exhibited the highest utilization of existing parking spaces. <br /> <br />On average, 54% of the parking spaces within Block 7 were occupied. The <br />maximum number of cars observed parked in Block 7 was 146. 146 cars parked in <br />block 7 occupy 64% of the existing parking spaces in that block. <br /> <br />Blocks 5 and 6 also demonstrated high levels of utilization. Blocks 5, 6, and 7 <br />represent the core of the downtown area between Pine Street and Short Street. On <br />average, 49% of all of the parking spaces in Blocks 5, 6, and 7 were occupied. Block <br />6 exhibited occupancy levels as high as 70%. <br /> <br />Block 1 exhibited the highest maximum parking utilization with 79% of the spaces <br />being utilized. This count occurred at 9:00 AM and is a result of the on street parking <br />for the temporary middle school and the construction workers building the new <br />middle school. <br /> <br />Chart 2 provides an overview of parking utilization for each block in the study area. <br /> <br />12 <br />
