Based on 2017 data, the <br />Cost of Service analysis showed that single-family residents should be lowered by 3% and <br />commercial raised by 15%. Mr. Kowar suggested to complete the 2022 rate increases <br />requirements and then make the Cost of Service adjustments to the classes at the <br />same time. Mayor Pro Tern Maloney agreed with this recommended and made a motion <br />that the Utility Committee affirms the continued use of the current cost of service model <br />methodology, as originally developed in 2013/2014 and further enhanced, for at least the <br />next 5 years. Councilmember Fahey 2"d the motion. All agreed. <br />Vill. Drought Update <br />Mr. Peterson referenced page 166 and said there are 3 components that impact <br />the need for drought restrictions and summarized as followed: <br />1. Prevalence of the drought and if it's going to happen <br />2. Snowpack condition (natural storage) <br />3. City's Water Storage <br />Stepping through each component, US Drought Monitoring for Colorado, shown in <br />the packet, hasn't changed from the last report in February to the current March <br />indicating drought is expected for this summer. <br />Page 167 — Illustrates the Snowtel sites that measure the snow pack. A key site <br />for Louisville is the Berthoud Summit went from 85% to 95% of average and Camp <br />Basin that increased from 60% to 82% of average. <br />Page 168 — shows snow pack is increasing but still below the average. The light <br />blue color is the average, the purple is maximum and the orange is dire situations. <br />Page 169 shows the water supply index. The dashed blue line will kick us to stage <br />one (voluntary restrictions). <br />Page 170 — is a quick summary where dry conditions continue, snow pack is <br />improving but still low and water supplies are neutral. What we recommend is <br />voluntary restrictions implemented on May 11t and going for Council approval on <br />April 6t" <br />Page 171 —Shows the Drought Message that other counties are participating in. <br />We'll finalize the message as a group then we'll be able to add the individual <br />community's logos as a community and region. Councilmember Lipton asked if <br />the committee is good with this. The committee agreed that it makes sense. Ms. <br />Balser commented; the Committee should affirm before going to council that they <br />support the plan. Councilmember Lipton said that was their intent. <br />X.
