LL 1tyof_ CITY COUNCIL COMMUNICATION <br />Louisville AGENDA ITEM II <br />COLORADO • SINCE 1878 <br />SUBJECT: UPDATE ON CITY OF LOUISVILLE LEVEL CLEAR PLANS FOR <br />PROGRAMS, OPERATIONS, AND SPECIAL EVENTS <br />DATE: MAY 11, 2021 <br />PRESENTED BY: MEGAN DAVIS, DEPUTY CITY MANGER <br />HEATHER BALSER, CITY MANAGER <br />EMILY HOGAN, ASSISTANT CITY MANAGER FOR <br />COMMUNICATION AND SPECIAL PROJECTS <br />SUMMARY: <br />Over the past two months the City has joined the rest of the state and country in the <br />gradually rolling back of COVID-19 Public Health restrictions. The increased access to <br />vaccines by all Coloradans age 16 has resulted in 67% of Boulder County residents and <br />57% of Coloradans receiving at least one does of the COVID 19 vaccine. With a larger <br />percentage of the population becoming vaccinated, some public health requirements <br />have been removed and businesses and communities are reopening services. <br />Through the pandemic, the City followed Boulder County Public Health guidance to help <br />protect the public health and safety of its employees and residents. In addition, the City <br />established principles to help guide the process of recovery and reopening of facilities <br />and services: <br />■ The health, safety and well-being of our employees and the residents of the City <br />of Louisville are our top priority throughout reopening and recovery. <br />■ The City will work to support the economic health of our residents, businesses <br />and our organization through the process of recovery. <br />■ The City will approach facility reopening carefully and with caution, evaluating <br />the risks and rewards associated with each step toward recovery. <br />■ The City commits to working collaboratively with our partners and supports <br />alignment in our recovery efforts. <br />■ The City will only move forward with reopening efforts if they are in compliance <br />with state and county health guidelines. <br />■ The City will remain flexible and nimble in planning and implementing recovery <br />efforts, recognizing the pandemic response is dynamic and rapidly changing. <br />■ Robust community engagement and response will be integral to the City's <br />recovery process. <br />On April 16, the State of Colorado devolved the COVID-19 dial to local governments, <br />rolling back nearly all state requirements around COVID-19 response. At that time <br />Boulder County Public Health, in conjunction with other metro -Denver public health <br />agencies (City and Counties' of Denver and Broomfield, Counties of Adams, Arapahoe, <br />and Jefferson), moved to a gradual step-down program from the COVID-19 dial metrics. <br />Boulder County was moved to Level Blue for one month (until May 15, 2021) unless <br />CITY COUNCIL COMMUNICATION <br />2 <br />
