Planning Commission <br />Staff Report <br />April 8, 2021 <br />with the County and other regional partners on regional funding <br />opportunities, etc. <br />o Design Guidelines Update — This is a carryover from previous years' Work <br />Plans, and remains on the 2021 Work Plan with a lower priority than the <br />items above. Staff will present Planning Commission draft regulations for <br />discussion and recommendation when they've been finalized. <br />o Dark Sky Lighting — For commercial properties, this item will be addressed <br />with the design guidelines update. Council has included a separate item <br />to consider adoption of residential standards and streetlight standards. <br />Staff will present Planning Commission regulations for discussion and <br />recommendation when drafted. <br />o Open Space zoning — Additional properties have been identified by the <br />Open Space Advisory Board and City Council for possible rezoning to <br />Open Space. Planning staff is supporting Parks, Recreation and Open <br />Space staff on this project, which will be presented to Planning <br />Commission for recommendation when ready. <br />o Sustainability — City Council has included two phases for implementing new <br />energy efficiency and sustainability requirements for new development. <br />The first phase is consideration of the adoption of the latest version of the <br />International Energy Conservation Code (IECC). The City has currently <br />adopted the 2018 IECC, but the 2021 version includes more stringent <br />standards. The first phase also includes considering supplemental <br />requirements to the IECC standards and residential development <br />standards, such as requiring Electric Vehicle (EV) and solar ready <br />construction for all new development. The second phase includes <br />consideration of other development standards beyond the IECC, such as <br />requirements for all building electrification or a comprehensive <br />development rating system similar to the Leadership in Energy and <br />Environmental Design (LEED) building rating system. <br />Accessory Structure Setbacks for small scale accessory structures: Staff is <br />interested in feedback from Planning Commission about revising certain <br />accessory structure setbacks in residential areas. Currently, rear setbacks for all <br />accessory structures is 10-feet in most areas of the city. Staff would like to <br />present options for consideration that may allow a reduced setback for small <br />accessory structures, such as sheds if they do not exceed a certain size. <br />Additional information and background will be presented during the meeting. <br />Outdoor dining and music hours and mitigation of noise impacts associated with <br />SRUs in Downtown: Over the years, the city has varied in the application of hours <br />of operation for outdoor dining and music when approving Special Review Uses <br />(SRUs) in Downtown. The purpose of an SRU is to verify if the use is appropriate <br />and establish standards and conditions specific to the context of the development <br />if the use is deemed appropriate.
