He explained that Council considered policy-related <br />work items at the beginning of each year, that even small code amendments needed to <br />be on the Work Plan for Council, and that any ordinance amendments or projects that <br />the Commission wanted to recommend to Council should be decided by October. <br />Zuccaro described the budget and capital program timelines, and shared several <br />ongoing Transportation Master Plan (TMP) projects, including multi-modal <br />improvements on Pine Street, pedestrian-improvement projects on South Boulder Road, <br />and improvements to Highway 42. <br /> <br />Diehl asked what years were funded in the Capital Improvement Plan (CIP). <br /> <br />Zuccaro replied that Council was approving a two-year budget with annual adjustments. <br /> <br />Diehl asked how the priorities were determined and how the Commission fit into the <br />process. <br /> <br />Zuccaro replied that Council determined priorities and that the TMP had a detailed <br />prioritization list set by Council for which staff and the Commission could make <br />recommendations. <br /> <br />Diehl summarized that the Commission’s role was to make recommendations to Council <br />on priorities. Staff and commissioners continued to discuss Work Plan process, <br />concluding with the understanding that the Commission could advise on Work Plan <br />priorities when asked, but otherwise staff was interested in simply updating the <br />Commission on the Work Plan for 2021. Chair Brauneis and Commissioner Moline <br />expressed support for the update. <br /> <br />Zuccaro updated the Commission on the Northwest Rail plan, which was still years <br />away from implementation but Director Zuccaro noted that RTD staff was looking at <br />implementation options and funding for a study. He described the other Work Plan <br />items, which included a Request for Proposal for a consultant to work on the Old Town <br />Overlay Review relating to regulating the character of new buildings. <br /> <br />Diehl asked if it was possible to bring other examples of other old town district examples <br />that the City could emulate and Director Zuccaro confirmed that the study would include <br />comparative examples. <br /> <br />Zuccaro shared additional items including height regulations and affordable housing <br />initiatives. He shared briefer updates on the Design Guidelines update, Dark Sky <br />Lighting, Open Space Zoning, and Sustainability items. <br /> <br />Diehl asked if there were ways to make sure the timing worked out regarding Dark Sky <br />Lighting Standards for upcoming large-scale developments. <br /> <br />Zuccaro replied that current standards for Dark Sky Lighting in the Code did exist and <br />any future developments would be subject to whatever standards existing at the time of <br />PUD application. <br />
