Louisville City Council <br />Study Session Summary <br />February 23, 2021 <br />Page 2 of 4 <br />visiting the Recreation Center and they are slowly increasing programs and capacity, based on <br />public health guidance from the State and Boulder County Public Health (BCPH.) Reservations <br />are now only required for pool and classes. Use of facility is on a drop -in basis as long as <br />capacity is not exceeded. Upcoming programming is expanding, as safe and allowable <br />including: outdoor youth sports, athletic field rental, drop -in childcare. Council member Brown <br />asked about capacity of Recreation Center and what is allowed. Director Mosley said that under <br />level yellow, a caveat has been inserted: gyms or recreation centers larger than 7200 sq feet <br />may use the social distancing calculator to have up to 100 people in each area of the facility. <br />That number will increase to 175 people when we reach level blue. Recreation Superintendent <br />Kathy Martin said we were not at capacity with reservations, we were not at capacity and not <br />hitting those numbers. Additional capacity allowed us to be more flexible. Superintendent <br />Martin said we are not reaching capacity in any area. The only area we are close to capacity is <br />the hardwood gym where people want to play basketball. Currently, we have not been at <br />capacity there but getting close. In the weight area, we are limited to 43 people in that area but <br />we still have capacity in that area. We are doing group fitness classes outside so we continue <br />to be very physically spaced out. We are averaging about 45 people per hour coming through <br />the doors. <br />Council member Fahey asked if there are plans for reopening Senior Center. When will <br />programming begin? Director Mosely said seniors are still advised to stay home in level yellow <br />but recognizing more and more people are getting vaccinated, we will begin providing limited in - <br />person programming on March 1st, consistent with what is allowed in level yellow. <br />Programming available is listed in the packet. April 1st additional programming will be added. <br />Council member Brown asked if this consistent with BCPH is recommending and what other <br />communities are doing. Director Mosley said, yes, staff is in contact with BCPH. Some <br />communities have opened more quickly, we have taken a cautious approach. Seniors will sign <br />in, use face masks, hand sanitize, there will be time allotted between classes for cleaning, <br />programming numbers will be low, and, when possible, doors will be open to allow for additional <br />ventilation. Staff continues to hear from seniors that they want additional programming. <br />Memory Square <br />Memory Square pool will open early, key dates are listed in the packet. There will be capacity <br />limits based on public health guidance. Reservations will be encouraged but not required. We <br />are planning to open early this year, on May 1st, with limited hours for lap swimming. Normal <br />hours will begin Memorial Day weekend. Contrasted with the indoor pool, Memory Square will <br />be available for a longer period of time: one hour, 45 minutes to allow families to enjoy the <br />outdoor pool. The goal is to be as close to normal utilization as possible. Superintendent <br />Martin reviewed usage: open swim will be by reservation. If space is available, we will allow <br />drop -ins. We expect to be full with reservations. All indoor usage requires a mask. On pool <br />deck, masks are required, no masks required in the pool. City Manager Balser said the <br />Ordinance says when the emergency provisions are done, we will revisit mask ordinance. <br />Deputy City Manager asked everyone to remember that things can change based on COVID19 <br />numbers.
