Over the past two months, the Policy Committee has worked through various updates <br />and is now asked to formally approve "Proposed Policy Statement Updates" for the <br />Board's consideration in June. The entire CC4CA body will review and approve the <br />Policy Statement changes and then each member organization will formally adopt it. <br />CC4CA Advocacy: <br />The organizations advocacy occurs in many forums and forms. It's focused entirely on <br />bringing the local government voice around climate change issues to State legislative <br />and administrative decision making. The group has a Policy Committee that meets <br />monthly to review legislative and administrative advocacy, and there is a Legislative <br />committee that meets during the legislative session to work on bills. <br />CC4CA's advocacy programs are broken into key areas on the Policy Statement, <br />including: <br />• Clean Air Campaign <br />• Clean Power Campaign <br />• Community Transition <br />• Transportation <br />2020 — 2021 efforts have been focused on some of these key areas: <br />- Air Quality Control Commission (AQCC) rulemaking around clean cars, CDOT <br />programming to meet GHG reductions, gas emissions rules, and procedural <br />rules. <br />- Oil and Gas — Colorado Oil and Gas Conservation Commission (COGCC) <br />rulemaking regarding emissions (methane emissions, regional haze, ozone <br />nonattainment, etc.) <br />Xcel Energy and Tri-State Electric Planning — Electric Resource Plan (ERP) filing <br />with Public Utilities Commission (PUC) <br />- General Assembly actions (just a sampling of the bills being tracked with CC4CA <br />engagement): <br />o CC4CA bill regarding climate hazard mitigation funding (HB21-1208) <br />o Low income utility assistance (HB21-1105) <br />o Natural gas -related emissions limits (HB21-1238) <br />o Public Utilities Commission study of community choice energy (HB21-1269) <br />o Electric vehicle license plate (HB21-1141) <br />o Front Range passenger rail tax district (SB21-238) <br />o Management of plastics package (HB21-1162) <br />The following attachments provide more details regarding the comprehensive work of <br />CC4CA over the past year. <br />1) CC4CA Policy Statement (2020-2021) <br />2) CC4CA Proposed Policy Statement changes (2021-2022) <br />3) CC4CA Roundup (May 2, 2021) <br />4) CC4CA Currents Newsletter (April 2021) <br />
