A. This is the way we first addressed it and had submitted it. What happens is that as
we try to maintain a minimum slope of the asphalt of one percent, so the asphalt
will not wear to fast, the pond can not get very large before you reach the eight
inch depth, so we had to go with the 12 inches.
Q. My concern is that the pending will be a safety concern in the future. What would
be the solution to no pending in the parking lots and what is the draw back to that?
A. We are talking about a 100 year storm, which does not occur in winter. At a 100
year storm it would go above the eight inches. The other thing that needs to be
taken into account, and I don't mean to be critical, is that Louisville is the only
City that has eight inches, most places go with 12 to 18 inches. Consequently we
are not asking for something that is terribly unusual. If it is necessary to block the
parking spaces that would be fine.
Q. Is there a solution that does not result in pending in the parking lot and what would
be the draw back?
A. The CTC requirements are very strict, more so than the City requirements. We try
to fit it into landscaped area, but that is not always possible. Due to the natural lay
of the land we have to be able to drain to certain areas. Consequently as we use
parking lots, and I would say probably 70% of ponds end up in parking lots and
drive ways, we are sloping the asphalt in a one percent direction. It is restricted to
a certain area with a concrete curb and gutter with a inlet going to the existing
storm drain. The water only backs up onto that asphalt area in large storms.
Q. Since this is based on a 100 year storm how will the area be impacted by a
common storm, if any?
A. I would suspect that in a fairly heavy storm it will back up almost to the drive way
for a short period of time.
Q. Your rendering and elevations do not show any roof penetrations, no HVAC
equipment, is that correct?
A. Basically we are planning on having unit heaters within the warehouse space.
There may be one mechanical unit that would be placed over the office area for
HVAC. There will some vents on the roof. There is a parapet with a minimum
height of 12 inches and a maximum height of maybe 26 inches.
Q. If there is something that will extend beyond the parapet it will blend in with the
building?
A. Yes. We try to paint the HVAC to blend in with the buildings and not attract
attention.
Q. Where is the house that sits off to the east with respect to your building?
A. I would say it is a good 300 to 400 feet away.
Q. Perpendicular to the east property line where is that home located?
A. The Applicant showed the location on the drawing. The owner was here at the last
meeting and we had a chance to talk to him. We were able at that time to reassure
him with regard to his concerns.
Q. The houses are pretty much on line with the truck unloading?
A. I think that is correct.
3
