Nathan will follow up with a timeline next meeting. <br />ACTION: Peter moved to adopt the staff recommendation regarding benches at Hecla <br />Lake. Charles seconded. Passed unanimously. <br />IX: Discussion Item: City Council Work Plan <br />Jessamine referred the group to page 20 of the packet and paused the meeting for 3 minutes to <br />enable board review. The goal of this review is to be more deliberate and proactive in connecting <br />with the City Council on issues of overlap. She asked for items on the work plan that the board is <br />interested in potentially engaging with. <br />Items discussed: <br />A. Item 6 regarding the transportation master plan - Raised by Helen and Charles, trail <br />connectivity and new trail classification <br />B. Item 9 regarding ballot measures - Raised by Anneliese, potential for additional acquisition <br />funds. It was noted at this time that the Open Space tax is up for renewal in 2023. Item 9 <br />was also raised by Charles regarding consideration of the underpass plan and trail <br />connectivity. Helen asked for Public Works to take the lead on the underpass ballot efforts <br />and Nathan noted that no city staff could contribute if a measure was put to the voters by <br />the council. <br />C. Item 18 regarding dark sky compliant lighting - Charles <br />D. Item 19 regarding open space zoning - Raised by Charles, core functionality of OSAB <br />E. Several regarding municipal codes - Raised by Peter, as related to open space codes only <br />Jessamine recommended that OSAB share our goals with City Council staff and committed to <br />working with Ember on the next steps for OSAB input on some or all of the City Council work plan <br />items discussed. <br />Deb expressed excitement to hear from OSAB regarding the underpass project and described <br />the locations of the six proposed underpasses. She emphasized the opportunity for trail <br />connectivity and highlighted the opportunity for the Coal Creek trail and the Lake to Lake trail. <br />She also discussed the importance of safe travel that did not include crossing major roads for <br />bikers and pedestrians. <br />X. Action Item: Proposed New Trail Type <br />Charles directed the board to the memo on page 27 and referenced the discussion at the prior <br />meeting. He noted that we currently have only two trail types, paved and crusher fines, yet there <br />are several social trails in our system that have become important to the community. There is a <br />desire to recognize that not all formal trails need to be paved or made from crusher fines to be <br />useful but that staff does not currently work on these unimproved trails. The first step in figuring <br />out how to best manage and incorporate select informal trails into the system is to recognize a <br />third class of trails. There was some discussion of names; social trails have a bad connotation, <br />singletrack has a bad connotation, the natural surface trail is misleading as crusher fines are <br />natural, unimproved may mislead the public, the tiger team will continue to explore good names. <br />Nathan noted that once you start recognizing social trails, it is hard to go back and any trail that <br />
