Charles noted that this is just the first of many steps in this project. <br />• Step 1) designate that this type of trail exists <br />• Step 2) Go through and determine criteria for the selection of "new" trails <br />• Step 3) Discuss with the board what to do next <br />Helen confirmed that this was the first of many steps. <br />ACTION: Peter moved to support the proposal that creates a new designation of trail that will be <br />named at a later date. Anneliese seconded. Passed unanimously. Community guests had no <br />input on this matter. <br />Next step: Trails Tiger Team will proceed with phase two regarding and evaluation procedure. <br />Jessamine asked that the tiger team work closely with staff to understand impacts on staff time <br />and resources. <br />XI: Discussion Item: Develop Process for Candidate Open Space Ranking <br />Nathan and Charles noted that now was an opportunity to refine the process before it begins. <br />Charles recommended that OSAB stick with the established process and asked for new board <br />member input. None was provided. Peter concurred that the system is not perfect but that he can <br />live with it. Helen requested that the packet previously completed for City Council be part of this <br />year's process and that we work from the old packet. Jessamine asked about prioritization and <br />doing a van tour this year. Nathan recommended the following timeline: August - ID projects, <br />Sept/Oct - Driving tour, Nov/Dec - final assessment. Helen noted that there typically isn't <br />discussion or ranking during the tour but that Ember provides clarifying answers to board <br />questions, Helen offered to help facilitate or record a drive. Peter voiced that it is critical we do an <br />onsite visit and recommended a delayed start to improve the chances of a group outing amid the <br />current safety protocol. The team agreed to the established timeline that includes site visits in <br />September/ October. <br />XII: Action Item: OSAB Statement of Support Regarding Underpasses Construction <br />Charles noted that the proposed underpasses profoundly improve trail connectivity. None of the <br />underpasses are on open space but they support connections such as Powerline to Coal Creek <br />(5) and the Lake to Lake trail (1 & 6). There was discussion on if underpasses were the best <br />strategy for these locations or if at grade crossings would be sufficient. The current at -grade <br />crossing appears to be working at locations 1, 2, 3, and 4 however there is no legal way for <br />pedestrians or bikers to legally cross at Bullhead Gulch. It was recommended that this area be <br />considered for a crossing. Location 5 appears to be an appropriate candidate for an at -grade <br />crossing. <br />Nathan noted that the highlighted underpasses were part of the City's Transportation Masterplan <br />which already had significant community input. The request is for OSAB to support City Council's <br />proposal to fund the projects. The current plan is to ask the voters however it was earlier noted <br />by Deb, the representative from City Council, that there may be other ways to fund these projects <br />
