PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA

NONE

COUNCIL INFORMATIONAL COMMENTS ON PERTINENT ITEMS
NOT ON THE AGENDA

Davidson welcomed Boy Scout Pack 75 to the Council meeting.

Sisk had attended the Senior Advisory Board meeting. Cathy Bittler reported at the meeting that she
had toured the Lydia Morgan apartments and she was very enthused about the project and the
progress.

Mayer had received a letter from Steve Costello and Suzanne Smith concerning the bike trail and
open space that goes between Washington and Via Appia. Mayer stated that the City needed to do
a better job of maintaining the Open Space there, both in terms of beautification and keeping the
weeds down. The second issue was the prairie dogs. He wanted them notified as to how the City
would be dealing with this issue.

REGULAR BUSINESS

DRAINAGEWAY "A"

(1) BID AWARD - DRAINAGEWAY "A" STORM SEWER IMPROVEMENTS

Tom Phare, Public Works Director, stated that Drainageway "A" is the drainage basin that extends
north of South Boulder Road on the north side of the City, ending at the City limits right near the
south edge of the ballfield complex. The improvements extend from Hwy. 42 to the fire station,
underneath the railroad tracks at the fire station, generally to the west into the southeast corner of
Enrietto Park. This is a bid award on Phase I, the large diameter storm sewer component of the
drainage improvements. Future phases would include modifications to Lake Park and Enrietto Park
to increase its detention capacity. Project benefits from all this activity would be the elimination or
reduction in local flooding and removal of 57 structures from the floodplain. There would not be any
modification to flood insurance requirements for the property owners that could be removed until all
the improvements were certified as in place and functioning as represented in the report. The pipe
is a 60" diameter concrete pipe to be laid underneath all the existing utilities for the most part.

Davidson called for Council questions, comments or motions.

Sisk moved that Council approve Drainageway "A" base bid plus alternative three bid to Midtown
Material & Storage Company for the cumulative bid of $699,615.87, seconded by Howard.

2
