LLCity Of
Louisville
City Manager's Office
Memorandum
To: Louisville Sustainability Advisory Board
From: Katie Baum, Sustainability Coordinator
Date: August 18, 2021
Re: Discussion Item 8: Building Code Update
Summary
City Council's 2021 Work Plan has Sustainability and Energy Efficiency Additions to Building Code as a medium
priority work plan item. Changing the way we power our buildings is an urgent part of the community's broader
clean energy transformation and a critical path to increasing community energy resiliency.
Louisville currently enforces the 2018 International Energy Conservation Code (IECC). Key changes to the 2021
IECC improve energy efficiency, encourage greater flexibility in design and construction, reduce greenhouse gas
emissions, and provide clarification and usability of the code. Communities that regularly adopt the IECC save
money for residents and businesses and improve community health and resilience.
Phase 1 of the building code update hinges on the adoption of the 2021 International Energy Conservation Code.
Staff will go to Council on September 71" for initial direction and discussion on the 2021 adoption and
amendments, which include the adoption of solar -ready zone appendices (residential and commercial), electric
vehicle infrastructure (residential and commercial), and considerations to make conversion from gas equipment
and appliances to electric easier and less cost -prohibitive (residential and commercial).
Next Steps
Staff seeks input and discussion on the first phase of the building code update.
