City Council <br />Meeting Minutes <br />July 20, 2021 <br />Page 2 of 9 <br />Principal Planner Ritchie reviewed the history of the site noting the 2nd General <br />Development Plan (GDP) was approved in 2020 and it included a Plat for four lots, two <br />parcels and two outlots on the site; as well as a Planned Unit Development (PUD) to <br />allow a 100,000 sf industrial building and a Special Review Use to allow a convenience <br />store and fueling station. She reviewed the proposed site layout and traffic flow. <br />This application requests approval of a final PUD to allow construction of a 100,000 sf <br />industrial building and a replat of a portion of Parcel 1, St Louis Parish and Bolder <br />Innovation Campus Filing 1 to create 4 lots and 1 parcel. The proposal is in compliance <br />with the GDP for building height and is in compliance with the Commercial Design <br />Guidelines as well as Dark Sky lighting. <br />There are two waiver requests. There is a requirement for 25% of the building perimeter <br />to be landscaped. The geotechnical engineer recommends water use immediately <br />adjacent to the building foundation be minimized to the greatest extent feasible. Staff <br />finds that while drip irrigation can accommodate landscape areas in a manner that may <br />not negatively impact foundations, additional landscaping at the site entry areas is an <br />improved design and sufficiently offsets the impact. Staff supports this request. <br />The CDDSG requires street tree placement at 20-feet on center for streets with attached <br />sidewalks. This applies to the east side of the internal north -south private drive fronting <br />Lot 1. The application includes the required trees within the adjacent landscape islands <br />that will shade portions of the sidewalk, as well as large shrubs and ornamental grasses <br />within the landscape area for interest and color. The benefit of the 13 relocated trees <br />along the eastern property line elevates the overall design of the site by improving the trail <br />experience and screening of the eastern elevation and detention pond. Staff supports this <br />request. <br />The Plat meets all the requirements of the LMC as well as what was approved with the <br />Subdivision Agreement with Filing 1. Staff recommends approval of the resolution with <br />one condition for a technical correction on the plat. <br />Megan Turner, applicant presentation, reviewed the architecture and finishes on the <br />proposed building as well as how it is set back from the street. She reviewed the <br />sustainability elements they plan to incorporate. <br />Public Comments <br />Josh Cooperman, 216 Griffith Street, asked the Council to consider requiring the <br />developer to include a pedestrian/bike crossing of the railroad to connect this site with the <br />CTC to the east. <br />
