Recreation Advisory Board <br />Minutes <br />August 23, 2021 <br />Page 4 of 5 <br />Outdoor Rec Amenities Update <br />Nathan reported that there is a formal funding mechanism for outdoor recreational <br />amenities. The City has a 3/8% tax for open space acquisition, development, and <br />maintenance, including parks. In addition, an annual general fund transfer goes into <br />this fund. Much of the money is currently being used to replace playground equipment <br />in parks; with replacements scheduled over the years, there is no need to repair or <br />replace them all at once. <br />There was Board discussion about whether or not this fund is adequate to build and <br />maintain outdoor rec facilities and pay for all of the other needs of the open spaces <br />and parks. For example, the tennis courts have torn windscreens and weeds growing <br />in cracks on the courts. If we don't have enough money to maintain our facilities, we <br />may need to ask City Council for additional funds. Nathan will meet with Gene <br />Kutscher and look at the tennis courts to understand the concerns. <br />Nathan reported that the plans to add pickleball lines to several outdoor parks are <br />moving forward. The painting project should be completed in the fall. <br />Nathan said that the construction of new tennis courts and pickleball courts should <br />be considered in 2022 to become part of the 2023 budget cycle. <br />Board Updates <br />Lisa Norgard had a concern regarding the beverage cart at the golf course, an <br />essential amenity in hot weather. When she was on the golf course, the beverage <br />cart was not running reliably. David replied that there were two carts and that some <br />problems had been fixed. He wasn't aware of current issues, but he would check. <br />Lisa was also concerned that some players were unhappy about changes to golf tee <br />times that might not allow enough time for players to finish the course before dark. <br />With the City's new mask mandate and the CDC approval of the Pfizer vaccine, Board <br />members asked if the City might mandate vaccination for employees and/or clients. <br />Deb Fahey responded that there is currently no plan for a vaccination requirement, <br />but this is a topic of conversation within the City Manager's office. <br />Deb Fahey brought up that there are event rental spaces available in the City, at both <br />the Rec Center and at the Center for the Arts. Kathy Martin explained that people <br />who rent the rooms could serve alcohol, but they can't sell it. In addition, events must <br />conclude at a set time. <br />
